To achieve a qualitative transformation in the municipal services system in the Sultanate of Oman, His Excellency Eng. Ahmed bin Saeed Al Ameri, Chairman of Muscat Municipality, signed today, Tuesday, an agreement to implement the Unified Municipal System project. The project aims to automate and unify municipal services and procedures through an integrated digital platform covering all governorates of Oman. This will contribute to expediting transactions, simplifying procedures, improving the beneficiary experience, and reinforcing the efficiency of municipal performance, in line with government digital transformation efforts and the objectives of Oman Vision 2040.
The project represents a shift in the mechanisms for delivering municipal services, through moving from multiple systems and service channels to a unified digital system that bring together building permits, tenancy contracts, licences and other municipal services. This will enable individuals, businesses to accomplish their transactions with greater ease and speed, reduce the time, and effort required, and boost the quality of services provided.

His Excellency the Chairman of Muscat Municipality affirmed, “The Unified Municipal System project represents a strategic investment in advancing municipal operations in Oman. Its significance goes beyond the development of electronic systems and applications to bring about institutional transformation in working methods and the management of municipal services, laying the foundations for a more integrated and efficient model.”
He said: “Our aim through this project is for individuals and businesses to experience its impact in their day-to-day dealings with municipal services, while enhancing municipalities’ ability to respond to their needs and aspirations. The success of digital transformation is not measured by the scale of the systems and technologies developed, but by the tangible impact they achieve on service quality, performance efficiency and the beneficiary experience.”
He added: “We look forward to the project contributing to strengthening joint efforts among governorates, improving utilisation of available resources and capabilities, and supporting the planning of future needs. This will instill the municipal sector’s readiness to keep pace with developments, create a sustainable impact on increasing quality of life.”

The Unified Municipal System is based on redesigning the beneficiary journey, unifying the procedures, standards and authorities organising the provision of services, and automating them, while strengthening electronic connectivity and integration among relevant government and service entities. Thereby reducing duplication of systems and efforts, improve the utilisation of technical and human resources, raise operational and financial efficiency, strengthen transparency, governance and institutional oversight, and enable performance to be monitored through unified indicators.
In terms of data management, the project comprises establishing a unified and integrated municipal database that will serve as a reliable reference for information across the governorates. This will reinforce data accuracy and integration, support strategic planning and the management of assets and urban services, and contribute to more efficient data-driven decision-making, alongside improving the management of municipal resources and projects.

The project will provide unified and secure electronic payment channels, offering beneficiaries a range of flexible payment options. These channels will facilitate fee collection, expedite the completion of transactions and advance the efficiency of financial operations. Furthermore, allowing for the future progress of more integrated digital financial services in coordination with relevant entities.
The project will establish a scalable digital infrastructure capable of accommodating modern technologies, including artificial intelligence, the Internet of Things and predictive analytics. This will enable the future development of smart solutions for analysing data, forecasting needs and improving the management of municipal services and resources. It will enhance the governorates’ readiness to transition towards smart and sustainable cities that respond to the needs and future aspirations of the community, advance quality of life, and contribute to achieving the objectives of Oman Vision 2040.
