Community Participation

The Cornerstone of Success

Community Participation

The Muscat Governorate recognises that that community engagement constitutes a cornerstone of its development progress, starting with its role in overseeing local planning, following up on project implementation, and reinforcing integration amongst entities to achieve the objectives of Oman Vision 2040.
The governorate does not view community engagement as merely a traditional interaction with public audiences, but considers it an integrated, empowering process that contributes to supporting local decision-making, increasing the efficiency of services, and achieving balanced and sustainable development across the various wilayats.
In this context, the governorate has provided an interactive digital platform that enables citizens and residents to contribute directly to advancing projects and services through two main channels: The first channel focuses on assessing public opinions through periodic surveys associated with the governorate’s work and projects. Thereby guiding decisions in line with the community’s priorities and aspirations, whilst presenting the results transparently to reinforce public confidence.
The second channel concerns receiving developmental proposals and ideas, studying them and classifying them according to their feasibility. Thereby ensuring clarity of procedures and reinforcing the principles of transparency and accountability, and transforming society from a recipient of services into a partner involved in their advancement.
This system aims to:
  • Enhance transparency and confidence through clear and accessible channels of communication.
  • Improve the quality of services based on the community’s actual needs.
  • Support societal initiatives that positively influence progress.
  • Strengthen partnerships with civil society institutions and the private sector.
The Muscat Governorate relies on modern digital technologies, regular reports and public meetings to ensure sustainable participation and measure its impact. Thus, fostering better-informed progress decisions and strengthening the concept of governorate development based on partnership and efficient governance.
Community engagement is not merely a supplementary option in the Muscat Governorate's work. Rather, it is the essence of success and the most valuable factor to achieve a more interactive, responsive and sustainable city.
