Muscat Governorate, in cooperation with the Ministry of Labour, held a ceremony to honour the entities that won the Best Service Provision Outlet Award for 2025, in recognition of their excellence in the quality of government services, performance efficiency and enhancement of the beneficiary experience. His Excellency Engineer Ahmed bin Saeed Al Amri, Chairman of Muscat Municipality sponsored this ceremony, and numerous officials and representatives of government entities attended it.

The honouring included the entities that achieved the highest levels of excellence in government service provision across Muscat Governorate. These were the Social Protection Fund, Muscat Municipality, the Ministry of Education, the Civil Aviation Authority, the Ministry of Transport, Communications and Information Technology, the Ministry of Agriculture, Fisheries and Water Resources, and Muscat Governorate, represented by the Office of the Wali of Al Amerat, and the Ministry of Labour, represented by the Directorate General of Labour Care.

This honouring forms part of Muscat Governorate’s efforts to establish institutional excellence, advance the quality and efficiency of government services, boost the beneficiary experience, and motivate government entities to adopt best practices and pursue continuous progress and improvement at service provision outlets.

The selection of the honoured entities was based on a comprehensive assessment of service delivery outlets, according to a set of indicators related to performance levels and working efficiency, in addition to the results of beneficiary satisfaction surveys. This reflects the quality of services provided, the effectiveness of the procedures followed, and the ease of accessing services.

His Excellency Engineer Ahmed bin Saeed Al Ameri, Chairman of Muscat Municipality, stated that honouring the winning entities is in recognition of their efforts to advance the quality of government services, improve performance efficiency and the beneficiary experience. He explained that service delivery outlets represent one of the main interfaces of government work, through which beneficiaries form their experience and satisfaction with the services provided.

His Excellency noted that evaluating service delivery outlets as part of the institutional excellence system constitutes an effective tool for continuous development and improvement, through reinforcing excellence and strength, identifying opportunities for improvement, and adopting practices that contribute to enhancing performance efficiency and service quality. He stressed that excellence in service delivery should become a sustainable institutional culture based on continuous learning, empowering staff and encouraging them to innovate and develop.

He added that listening to beneficiaries’ feedback and identifying their needs and expectations is a key pillar in service progress, as beneficiaries are significant partners in the improvement process. He highlighted the importance of continuing to develop services that are more accessible and efficient and of utilising modern technologies to meet beneficiaries’ aspirations and raise the quality of their experience.

His Excellency explained that, within the framework of the directions towards decentralisation and strengthening the roles of governorates, Muscat Governorate continues to follow up on service quality, oversee implementing development plans, and engage in evaluating the performance of service delivery outlets in coordination with the relevant authorities. This contributes to greater integration and alignment of government efforts with the objectives of Oman Vision 2040.

His Excellency commended the Ministry of Labour for its cooperation and role in supporting institutional excellence and promoting continuous development in government work. He praised the efforts of the honoured entities, trainers and members of the administrative teams involved in conducting the 2025 Individual Excellence(Ejada) Workshops, and their contributions to knowledge transfer, capacity creating and supporting the implementation of training programmes.

The ceremony also comprised the honouring of the trainers who participated in delivering the 2025 Individual Excellence (Ejada) Workshops, in appreciation of their contributions to conducting training programmes, transferring knowledge and developing capacities, as well as honouring members of the administrative teams who contributed to arranging and supporting the workshops.

Muscat Governorate expressed its appreciation for the efforts of the honoured government entities, confirming the importance of continuing to exchange successful experiences and practices among government entities and benefitting from evaluation results to develop service provision outlets. This contributes to reinforcing government performance efficiency and beneficiary satisfaction and supports the objectives of Oman Vision 2040 towards a more efficient and effective government apparatus and high-quality services that meet the aspirations of society.
