Muscat Governorate Celebrates Young Leaders at the “Qiyadi” Programme’s Conclusion

The Muscat Governorate concluded today, Saturday, the activities of the National Programme for Preparing Young Leaders, “Qiyadi”, which was organised in cooperation with the Young Leaders Preparation Centre from 14 to 16 May 2026. The programme experienced participat more than 60 students from various wilayats, within 11 to 14 years age group. This initiative comes as part of the Governorate’s efforts to develop young people’s skills, their leadership and creative abilities, and strengthen their positive role in serving the community.
The closing ceremony was held under the patronage of His Excellency Ahmed bin Ali Al Shehhi, Wali of Seeb, attended by participants’ parents at the Civil Aviation Authority Hall. This ceremony featured several segments highlighting the programme’s outcomes, including speeches by Muscat Governorate and the Leaders Preparation Centre, a short theatrical sketch, and a visual presentation documenting the programme’s key milestones and achievements. This event included a review of the “Qiyadi” experience in Muscat Governorate, the recognition of participants and contributors involved in implementing the programme, and the announcement of those selected to represent the governorate in the next stage at the Sultanate level.
His Excellency Ahmed bin Ali Al Shehhi, Wali of Seeb, affirmed that the “Qiyadi” programme reflects Muscat Governorate’s commitment to supporting community and developmental initiatives that utilise the potential of children and young people. He noted that the programme provides an encouraging training environment that contributes to strengthening leadership skills, teamwork, and self-confidence. While promoting values of initiative, belonging, and social responsibility among participants.
He added that such programmes represent an important avenue for discovering promising talents and abilities at an early age and guiding them to positive paths that contribute to preparing aware generation capable of actively participating in creating society and serving homeland.
Al Reem bint Juma Al Owaisi, Operations Officer at the Leaders Preparation Centre, stressed that institutional partnerships play a fundamental and pivotal role in successing developmental programmes and community initiatives targeting jonios and youth. She explained that partnerships support these programmes’ continuance and achieve their objectives efficiently and impactfully. She stated that the cooperation with Muscat Governorate in the “Qiyadi” programme represented a practical model of an effective partnership through the organisational and logistical support provided by the Governorate. As well as its belief in the importance of utilising young talents and shaping a generation equipped with awareness, skills, and leadership capabilities capable of creating positive impact within society.
Al Owaisi pointed out that this cooperation was directly reflected the experience enjoyed by participants, as the facilities provided contributed to creating a stimulating educational and training environment. This enabled participants to engage in practical and interactive experiences that enhanced their leadership and personal skills. While discover their abilities and improve communication, teamwork, decision-making, and self-confidence skills. She pointed out that the shared vision between the programme and Muscat Governorate is based on the belief that human development is the foundation of genuine progress, and that empowering young people today represents an investment in a more aware, stable, and prosperous future for Oman.
The programme, for which Muscat Governorate served as the second site across Oman, represented an outstanding training experience that enabled participants to transfer from theoretical concepts to practical application through interactive activities and training workshops to advance leadership personalities among young people and empower them to undertake small-scale leadership roles within a supportive and motivating educational environment.
Al Qasim bin Mohammed Al Qasimi, a trainer in the programme, outlined that “Qiyadi” focused on a range of essential skills required by leaders in their daily lives, including effective communication, decision-making, problem-solving, teamwork, and time management. He noted that this programme works to create personalities capable of thinking critically, influencing others, and dealing with different situations with awareness and confidence.
Al Qasimi clarified that throughout the programme days, participants underwent practical experiences and applied activities that contributed to boosting their self-confidence and developing responsibility, while enabling them to impact positively within their social environment and address challenges with a spirit of teamwork and initiative. He indicated that students’ engagement reflected a clear readiness to acquire leadership skills and apply them in their daily lives.

Tasneem bint Abdulraouf Al Toobi, Director of Programme Development and Training at the Leaders Preparation Centre, affirmed that “Qiyadi” is among the first national specialised programmes dedicated to preparing emerging leaders. She explained that this programme tours the Sultanate’s governorates. It targets training 60 emerging leaders in each governorate, from whom six leaders are selected to represent their governorate and advance to broader stages of empowerment and engagement.
She added that the programme is distinguished by its interactive training methodology, as it contributes participants in a live leadership experience through which they encounter situations, engage with challenges, and explore various leadership paths such as teamwork, communication, planning, problem-solving, creativity, and responsibility. Through this experience, emerging leaders benefit practical skills applicable in their daily lives, within their families, schools, and communities, enabling them to become conscious leaders capable of creating impact and contributing to advance their nation now and in the future.
At this ceremony’s conclusion, six participants were announced as qualifiers to represent Muscat Governorate in the coming stage of the programme across the Sultanate’s governorates. They are: Al Hawari bin Rashid Al Hinai, Hamad bin Madeen Al Sabti, Hadi bin Aqeel Al Ajmi, Sukna bint Abdullah Al Sawafi, Reema bint Humaid Al Bimani, and Bara’a bint Darwish Al Balushi. Selecting the qualifiers was based on their interaction with the programme’s activities, their ability to apply the acquired skills, and the initiative and teamwork throughout the various training tracks.
Muscat Governorate places great importance on continuing such programmes in showing promising talents from an early age and developing their skills in alignment with the objectives of Oman Vision 2040 in human development, national capacity building, and preparing a creative and future-ready generation capable of assuming responsibility and contributing effectively to the nation’s development progress.
