Today (Monday) marked the launch of the Muscat Forum on Risk Management and Work Continuity, organised by Muscat Governorate over two days entitled “Towards a Sustainable Institutional System that Boosts Governance and Service Continuity”. This forum is sponsored by His Excellency Sayyid Saud bin Hilal Al Busaidi, the Minister of Culture, Sports and Youth, and is attended by representatives of governorates and government entities, alongside researchers and specialists. The forum serves as a national platform for exchanging expertise and strengthening institutional integration in prominent areas relating to governance and services’ sustainability amid rapid changes.

Adopting Scientific Methodologies to Boost Institutional Readiness
Saif bin Mohammed bin Khalifa Al Rabie, Manager of the Risk Management Department at Muscat Governorate, emphasised the importance of adopting scientific and integrated methodologies in risk management, contributing to advance institutional performance and ensuring vital services’ continuance, in line with the strategic directions of Oman Vision 2040 and its increasing requirements for readiness and institutional resilience.
Al Rabie explained that the forum aims to create an effective institutional network that enhances cooperation and exchanging experiences between public and private entities, aligning institutional plans with the national vision to ensure integrated efforts and unified directions. He added that the forum contributes to strengthening professional capabilities, enhancing skills in risk forecasting and institutional response, and showcasing national and international experiences through benchmark models that support developing risk management systems. Additionally, promoting risk analysis and ensuring the sustainability of institutional performance.

Launch of the Risk Management Guideline
During this forum, the Risk Management Guideline was officially launched. It aims to unify risk management procedures across various entities and to create a shared language and unified methodology that facilitate coordination and institutional cooperation. This contributes to strengthening institutional governance, ensuring work continuity, and providing supportive mechanisms for the continuity of services under various circumstances.
The guideline is considered an official document that defines policies and standards within a comprehensive reference framework, clarifying the procedures and requirements for effective risk management.

An exhibition accompanying the forum focuses on enhancing awareness of the technical applications of risk forecasting and introducing the latest methods and technological applications, including artificial intelligence and data analytics used in anticipating potential risks and assessing their impact. The exhibition showcases digital simulation models that provide proactive insights to support strategic decision-making and enhance institutional resilience.
This exhibition features an interactive platform for risk management and work continuity technologies, enabling participants to gain hands-on experience with the latest software tools and integrated systems designed to empower institutions to manage risks efficiently and ensure work continuity according to global best practices.

Sessions and Workshops to Enhance Readiness and Sustainability
The forum programme includes specialised panel discussions and workshops addressing national and international experiences, highlighting the risks of the digital era and its challenges. These sessions contribute to creating a more prepared and sustainable institutional system capable of keeping pace with transformations and strengthening comprehensive development in Oman.
This forum featured a working paper entitled “Decision-Making in Crises: From Risk Management to Institutional Sustainability”, presented by Dr Azza bint Saeed Al Sharji, a specialist in governance, risk management and compliance at Jadarat Development. She addressed the strategic dimensions of decision-making in crisis times.
She emphasised that the effectiveness of risk management is also measured by institutions’ ability to make decisive and timely decisions under pressure, ensuring the protection of lives, the continuity of services, and the preservation of institutional reputation. She highlighted unifying decision-making methodologies through clear governance frameworks, defining authorities and escalation thresholds, integrating the roles of risk management and work continuity, and stressing training, prior preparedness, and using modern technologies and decision-support systems.

Documenting the National Experience in Confronting the COVID-19 Pandemic
Dr Majda bint Hamoud Al Salti presented the second working paper entitled “Project for Documenting Oman’s Experience in Dealing with the COVID-19 Pandemic”, in which she reviewed an integrated national project to document the Omani response to the pandemic across various sectors.
Al Salti explained that the project aims to extract lessons learned and transform them into sustainable institutional knowledge through preparing a unified national guide for lessons learned. This contributes to unifying policies and procedures and strengthening institutional coordination among entities. She noted that the paper was based on a scientific methodology that included analysing the decisions of the Supreme Committee, previous studies, social media data, and specialised interviews. She affirmed that systematic documentation of the national experience represents a key pillar in creating an integrated system for risk management and work continuity, and in strengthening institutional sustainability in line with the objectives of Oman Vision 2040.
