Muscat Governorate Conducts Awareness Workshop on Public Office Crimes

The Muscat Governorate conducted an awareness workshop entitled ‘Crimes relating to public office’ as part of the Knowledge Ambassadors initiative, to promote a culture of lawfulness and principles of integrity and professional responsibility.
This workshop was delivered by Dr. Abdulmajeed bin Youssef Al-Aghbari, Manager of the Legal Department at Muscat Governorate. It discussed numerous topics, including the concepts of public officials, government officials and public funds, public officials exceeding their job duties, negligence in performing job duties. Additionally, issues of embezzlement and harming public funds, and the general provisions of government official liability according to the applicable legal frameworks.

This workshop focused on introducing government employees, who are defined as everyone who works in a government position, members of the Oman Council and municipal councils, and those appointed to perform a specific function by a relevant public authority within their assignments. As well as, government representatives and employees in companies wholly or majority owned by the government (more than 40% capital contribution). It clarified that ending service or losing position does not prevent applying the Law`s provisions if the crime occurred during service or the legal status was available.
The workshop explained concept of a government official. It comprises each person who fulfils a government position or performs work permanently or temporarily within a unit of the State`s administrative apparatus, with or without remuneration. Members of the Council of Oman, government representatives in companies, and employees in companies wholly or partly owned by the government (more than 40% capital contribution) are classified as government officials.
The workshop outlined public funds definition, which consists of all or certain assets belonging to State or its administrative entities, companies fully or partially belonging to the government (more than 40% shares) or other entities whose assets are classified as public funds according to Legislation.
This workshop is part of the educational workshops conducted by the Human Resources Department in Muscat Governorate through the ‘Knowledge Ambassadors’ initiative, to transfer knowledge between various job functions to boost the efficiency of institutional performance.
