Muscat Governorate Achieves Two National Awards in the National System of Institutional Innovation and Change Management Competition

Muscat Governorate achieved two awards in the third edition of the National System for Institutional Innovation and Change Management Competition, implemented by the Ministry of Labour, in appreciation of the Governorate’s efforts to advance government performance and improve service quality. This achievement recognises the Governorate’s position among the leading government entities in the fields of institutional culture and continuous improvement. It also reflects appreciation for the contributions of its employees on the two participating teams, whose initiatives enhance performance efficiency and boost institutional innovation. The Governorate has participated effectively in numerous projects and practical initiatives. They include specialised workshops, training programmes and strategic partnerships with the private sector.

Iman bint Yasser Al-Siyabi, Application Manager at Muscat Governorate, praised this recognition, noting that it reflects the Governorate’s commitment to continuous development and to enhancing institutional performance. She stated: “Muscat Governorate’s participation in the National System provides an opportunity to implement institutional values into real-life practices through empowering employees, boosting a positive work environment, and promoting belonging and responsibility. Today`s achievements result from Muscat Governorate`s vision, which emphasises utilising human resources and transforming challenges into chances for innovation and optimisation. She confirmed that Muscat Governorate recognises engaging employees in change making and creating a workplace that values new ideas and creative initiatives. The Governorate aligns its internal programmes with the national objectives of Oman Vision 2040 to ensure continuous enhancement and achieve a meaningful institutional impact that benefits citizens and society.

Muscat Governorate’s Experience in Institutional Culture, Values Implemented into Administrative Practices
Raya bint Ali Al-Hatmi, from the Institutional Culture Team at Muscat Governorate, was proud of this experience, as her contribution marked comprehension of values and behaviours in enhancing institutional performance. Al Hatmi stressed that institutional culture is a practical system that affects all details of daily work. Through interactive workshops and dialogue sessions, the team analysed the work environment, identified cultural gaps, and created internal initiatives that boosted cooperation and innovation within the governorate’s workplace.” She noted that the Muscat Governorate experience gave a chance to exemplify institutional belonging and boost team spirit. She pointed out that the interaction between Governorate staff at various administrative ranks contributed to a unified work culture based on national values and principles.
