Continuing Muscat Governorate`s efforts to digitise municipal services and promoting community engagement as an effective method to improve service quality, the Governorate recently conducted a public opinion survey regarding the service of obtaining permits for transferring soil in open land. It aims to measure the community`s awareness of the service and raise awareness of Muscat Municipality`s E-services, especially since these services are one of the digital solutions that speed up transactions within the digital transformation system that Muscat Municipality implements.
The soil transfer permit service in the open land contributes to organising activities associated with soil, the environment, and constructions. Through this service, the Muscat Municipality achieves administrative and technical control over soil transfer works. Thus achieving the commitment to environmental and urban regulations, and fulfilling the standards and approvals required from the relevant entities, to achieve the infrastructure safety, without complicating the procedures.
Digital Service to Facilitate Soil Transfer Procedures
This service enables citizens and companies, through the E-services Portal, to apply for a soil transfer permit. The procedures include evaluating the application by the Technical Licensing Department, then transferring the transaction to the Technical Inspection Department, if a field visit to the target site is required. Following this, a report is drafted specifying the trucks’ number and the work duration. Thus concluding with the invoice issuance and then then the licence issuance within a maximum period of five working days.
Regulatory Controls and Facilitating Requirements
The requirements stipulate that a letter from the company or individual must be submitted, clarifying the numbers of trucks and working days, alongside the owner`s letter if a company is assigned to transport within a specific area. Copies of the new markings` specification must also be attached. As well as, a copy of the personal identity card or the company’s documents, and an official authorisation if the application is submitted through a representative.
This service requires a letter from the Roads Department when soil is moved from the road leading to the relevant plot. As well as, confirming that the site must be levelled after completing the work to keep the site safe with no damage.
Approvals from the Ministry of Housing and Urban Planning, the Ministry of Energy and Minerals, and the Environment Authority are required for major government projects. For individuals wishing to obtain fill materials, licences are granted based on previously approved sites.

The Fees and Payment Details
The daily permit fees are ten Omani rials for companies and one Omani rial for individuals per truck. The fees are paid online using an ATM card.
Application Submission Points
The Technical Licensing Department -Technical Inspection Section at Muscat Municipality- supervises the service submission and follows up all associated procedures. The beneficiaries can submit their requests through the E-services Portal, Sanad offices, or the Muscat Municipality website: www.mm.gov.om
Muscat Municipality pursues to develop its E-services. Thus, it contributes to promoting community confidence in municipal working and achieving beneficiaries` satisfaction within the national direction to comprehensive digital transformation in government services.
