Technological Initiatives and Solutions promote Digital Transformation in Muscat Governorate

      Muscat Governorate, represented by Muscat Municipality, pursues to keep pace with the modern technological and digital developments by implementing advanced projects and programmes that enhance the E-Services system, improve the work quality, and achieve beneficiary satisfaction. This contributes to achieve Oman`s Vision2040, which aims to make digital transformation an essential support for strategic and vital sectors in the Sultanate of Oman. The most noticeable digital projects implemented by Muscat Municipality are:

 Unified Municipal Project

      Among the primary technical projects is the ambitious national project ‘Unified Municipal System’, which is one of the strategic initiatives at the national level. The project is a central digital system to manage the municipal work, and includes all institutions related to municipal services in the various Omani governorates. The system will provide nearly 92 services in the municipal sector with many smart initiatives that represent innovative technology-basedinitiatives or programmes. It aims to improve processes, increase efficiency, enhance user experience and most of the services in the system will be location enabled. The system aims to develop municipal services and procedures by unifying documents and using modern technologies such as artificial intelligence and smart city concepts.

    The system pursues to achieve sustainability in the management and operation of the digital system, with a focus on its continuous improvement to keep pace with technological developments. Additionally, the system diversifies the offered services to suit the various beneficiaries’ requirements. Thus, it enhance these services’ effectiveness and quality.

Business Intelligence Project

    Muscat Municipality is implementing Business Intelligence Solutions, an advanced data analytics system that aims to provide strategic visions to supportdecision-making. This project pursues to collect data and transform it into achievable information, which contributes to improve management decisions. The system provides results based on statistical data, which aims to improve the quality of offered services to the public, reduce costs, and control risks. Itis able to merge data from various sources and predict future results, enabling previous procedures to be taken to face potential challenges.

Fleet Management System

   Within its efforts to govern its fleet management processes, Muscat Municipality is implementing the *Fleet Management System*, which aims to automate all processes associated with the municipal fleet. The system focuses on establishing clear standards for the purchase, registration and cancellation of vehicles and equipments, besides maintenance and operation. This system uses progressive technologies such as GPS and sensors to collect and analyze accurate data on vehicle location and fuel consumption. It reduces costs, improves operational efficiency and enhances safety by continuous observation of vehicle.

   It also provides vital data that supports strategic decisions on vehicle replacement and daily operations management, including managing the Transport Department`s workshops, observing traffic violations, and accurately following the vehicles’ movement. The system is characterized by automation and progressive technology, with support for low-code technology. This simplifies to specialize it to suit Muscat Municipality`s requirements and enhances its flexibility and ability to adapt to future changes, which ensures continuous high performance and sustainable financial savings.

E-Services Development and Progress Incubator

   Work is also being implemented on a project to provide an incubator environment to developE-services, which focuses on creating fast and touchable E-services and programmes that meet the community requirements, using Low Code/No Code technology. This technology increases the speed, cost and complexity ofE-services development, with easy-to-use development tools that reduce the need for complex manual coding, reducing errors.

  The project aims to increase the beneficiaries’ satisfaction level with E-services and reduce the rate of related reports. It pursues to improve and automate E-services such as rental contracts, construction licences, building completion certificates, and insurance returns.   

    Low Code/No Code technology enables tasks’ achievement to be faster and more efficiently, saving time and resources. This technology also provides easy-to-use interfaces, enabling easy programs development and integration. These features can speed up services’ modifications and increase productivity by continuous processes Improvement.

Supplies Chain Management

   The “Supplies’ Chain and Warehouses Management System Project” aims to enhance the supplies’ efficiency chain management using modern technologies that support the processes associated with the chain with less effort and time with best practices’ commitment. This project enables integrated management of all processes associated with purchase, tenders, contracts, and warehousing efficiently.

     The system focuses on improving the purchases’ management to ensure the best prices and enhances the warehouse management’s efficiency. Additionally, it enables accurate management of governorate contracts and all associated processes and activities to be followed. The project also provides a specialized platform for companies to enter bills, monitor them, and register them in the municipality`s supplier registry. The system focuses on security and ensures digital verification. It also ensures the data integration with the technical systems that support the processes, which improves the effectiveness and efficiency of the supplies’ chain management process.
