Today, Sunday, Muscat Governorate organized a training program “Oversightof Budget, Treasuries and Loans’ Implementation”. The program, which is held inMuscat Governorate building and lasts for two days, with the participation ofseveral staffs from Oman’s governorates working in the fields of internal auditand financial affairs. This aims to develop their skills in financial budgets’preparation and methods for the final accounts of government units’ review, andintroducing them to the audit risks that should be avoided when audit workimplementation.
The program addresses several topics. The most important topics are introducingthe general outlines for preparing financial budgets, their concept andimportance’s clarification, highlighting the most important necessary skills toprepare government budgets according to modern scientific methods, andelements’ declaration of financial oversight’s implementation, such as revenuesand expenditures. On the other hand, the program aims to develop participants’skills in methods of the final account’s preparation and review and clarifyingthe difference between it and the budget. It is by introducing the mostimportant attentions that must be taken into consideration when preparing thefinal account according to the financial law. Additionally, informingparticipants of the risks associated with the general budget’s implementation,discussion of methods and standards for funds’ supervisory, the methods’Explanation of supervisory permanent and temporary loans, and ways to preservepublic money.
This program’s organization comes within the framework of MuscatGovernorate’s efforts to guarantee good management of public money and enhancethe transparency’s principle. It is by qualifying its employeesto prepare financial budgets and enhance their supervisory and management.Therefore, they enable them to make the correct financial decisions.
